Verifiable Modem De-activation?

Hi!
The Neo900 FAQ (https://neo900.org/faq#privacy) states that "one can be sure that the modem is actually turned off when requested, not just pretending to be" on this upcoming phone. Does installing Replicant accomplish the same on current phones, or is this managed at the hardware level? If at the hardware level, are there any phones where this can be accomplished (even by means of removing the modem)?

#1779 tries to implement something like this. It's not yet a feature in Replicant, but it should be quite straightforward to implement. I guess that the Neo900 won't have a hardware kill switch for the modem, so it will be done in software as well.
