How to reproduce:
$ git clone https://android.googlesource.com/platform/manifest $ cd manifest
We then have no license inside.
We then need to contact someone in the OWNERS file ask them to fix it. In turn we could then fix our Replicant 11 manifest repository.
I've emailed to the first person found in the OWNER file.
